Currently, if you hold down the Alt key and then use either the mouse wheel or two-finger/edge touchpad scroll, then the Launcher will scroll up or down. Bug #1081843 is what changed this design.
Design has said that the desired solution be that two finger scrolling and a physical wheel mouse behave differently, but at this point, I'm not sure if we can discern between two different physical devices at this level.
