I have the same problem of the laptop not being able to do a shutdown,
restart, suspend, or hibernate.  Computer is Compaq Presario 2100, 0S is
either Ubuntu 12.04.x or Kubuntu 12.04.x.  I was able to get around the
problem by installing Xubuntu 12.04.x.  With Xubuntu all the shutdown
functions worked right out of the box (well I had to install hibernate
before it would work).  My computer is supposed to support PAE, but the
only difference between Ubuntu/Kubuntu and Xubuntu is that at present
Xubuntu uses the non-PAE kernel.  So this is definitely a bug that needs
to be fixed.
