This is a duplicate of bug #954661.
In a nutshell: XPS13 backlight control is known to not work in kernels
earlier than Ubuntu 13.04 (and the changes required to make it work in
earlier kernels cause problems for other machines, so cannot be released
as SRU updates). However, the Sputnik Project PPA kernels do provide
working XPS13 backlight controls for Ubuntu 12.04 and 12.10:
