Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Could you please elaborate what you did (installing, upgrading, purging
and other details)? As far as I can tell all ucf calls in cacti.postinst
(Cacti version 0.8.7i-2) are using --debconf-ok. You triggered me to
find this bug in my latest changes (0.8.8a+dfsg-6) but that is not
(normally) available in Ubuntu 12.04.

Please execute the following command, as it will automatically gather debugging 
information, in a terminal:
apport-collect 1183637
When reporting bugs in the future please use apport by using 'ubuntu-bug' and 
the name of the package affected. You can learn more about this functionality
