There is a stable PPA (https://launchpad.net/~pinta-maintainers/+archive /pinta-stable), but we currently don't have builds for Raring (we're close to releasing 1.5, at which point I'll update the stable PPA). You could use the daily builds PPA (https://launchpad.net/~pinta- maintainers/+archive/pinta-daily) in the meantime.
