As of 15th June 2013 it looks like this bug is back or something very similar. After installing an update for Ubuntu base today unity is broken. There is no left panel or top panel. Have tried reinstalling unity, compiz and video drivers (using amd- catalyst-13.4-linux-x86.x86_64.run) to no avail. Installed Gnome and everything works fine.
