The problem is that 
in /usr/share/gnome-bluetooth/pin-code-database.xml 
file that is part of gnome-bluetooth package there is NULL value for PIN for 
all mouses and some exception for Apple mouses with 0000 PIN codes.
So, if I add the Microsoft Wedge mouse oui in this file with 000 PIN code:

diff /usr/share/gnome-bluetooth/pin-code-database.xml 
/usr/share/gnome-bluetooth/pin-code-database.xml.bak
71,73d70
<       <!-- Microsoft Wedge Mouse -->
<       <device oui="7C:1E:52:" type="mouse" pin="0000"/>
< 

everything works fine after that - mouse paired with bluetooth applet
after adding automatically and everything works.
