I'm effected by this problem or a similar issue as well. Give this a try
and see what you get; when using your hotkeys continue to hold down the
hotkey (for example if your stuck all the way up, use your hotkey to
turn it all the way down and continue to hold the down hotkey for a
period of usually 15 seconds or so). On my machine this will eventually
change the backlight brightness, leading me to believe the problem is
something to do with when the kernel is checking for changes in the
control files. Incidentally I can also get the backlight to change to,
at least close, to what I want by toggling back and forth between the
level I want, and the level above or below it, for example if I want it
set at 3, I can toggle back and forth between 3 and 4 and eventually it
will change to one of those two levels, not how its supposed to work but
better than all the way up or all the way down.
