Usernames on *nix systems are traditionally lower case so it's not a bug for the User Accounts panel to automatically convert a capitalized Full Name to a lowercase username. In fact, adduser (the underlying command) won't accept capitalized usernames by default.
I can confirm the other issue though (about the username field not clearing the final character when the full name field is cleared). That issue is an upstream one and it would be nice if somebody having it could send the bug to the developers of the software by following the instructions at https://wiki.ubuntu.com/Bugs/Upstream/GNOME.
