Public bug reported:

This problem affects me on 13.04.
uname: Linux HTPC2 3.8.0-25-generic #37-Ubuntu SMP Thu Jun 6 20:47:07 UTC 2013
x86_64 x86_64 x86_64 GNU/Linux

Stable connection with good ping times, but throughput is measured in 10-20
kB/s.
Other linux machines on the same access point (NETGEAR WNDR3700v2) get 0.5 to 1
mB/s.

Additionaly I noticed that attempting a data transfer over wifi on the
effected machine has a detrimantal effect on ping times for other
machines on the same access point.

Please see bug 1168819 and bug 947697.
This issue has been created as requested in bug 947697.
