Libsodium is fully packaged in my PPA and I can install it on Precise.
In fact I'm running dnscrypt from my PPA myself on Precise and a friend
of mine also does, so we cannot reproduce the bug. Could you provide the
full error logs?

FYI, "libsodium4" is a binary package while the PPA displays only source
package by default. The .deb can be found at
https://launchpad.net/~shnatsel/+archive/dnscrypt/+files/libsodium4_0.4.1-0%7Eshnatsel1%7Eprecise1_amd64.deb
or
https://launchpad.net/~shnatsel/+archive/dnscrypt/+files/libsodium4_0.4.1-0%7Eshnatsel1%7Eprecise1_i386.deb
depending on the architecture.

Finally, this is a bug in my (unofficial) packages which are not
affiliated with Ubuntu. This bug is invalid for Ubuntu.
