Your argument seems plausible. However, in my case and several others
the HUD and libreoffice actually do communicate. But only in a "fresh
instance" of libreoffice in which no document has been opened or
created.

Let me explain with an example:  I launch libreoffice writer from the launcher, 
wait serveral seconds, bring up the HUD and start typing. For example "recent 
thesis" to open my file thesis.odt which is listed in "Recent Documents" in the 
"File" menu. The HUD shows all options in the libreoffice menus as would be 
expected, no bug noticed so far.
However, once the file is opened the HUD does not work anymore. 

Therefore I assume that (even though I agree the ubuntu HUD isn't very
stable) this particular bug is in LibreOffice. After all, it is a change
in libreoffice that makes the HUD not work properly.
