I had similar issues. In my case it was due to my battery being dead and
being connected to a low quality AC power source.

Your CPU is stuck at 1.20 GHz, but should go up to 2.10 GHz :

   current policy: frequency should be within 1.20 GHz and 1.20 GHz.

In my case I connected directly to a higher quality AC source (without
an extension cable), added "processor.ignore_ppc=1" to the kernel boot
command line, and am running without the (dead) battery installed.

Try that out and see if it helps.
