Public bug reported:

I went to close a couple of windows (Gedit and a Nautilus window), both
became grey and both showed up the not-responding pupup (to both of
which I replied "cancel") and the system stayed unresponsive to both
clicks and keystrokes for a full two minutes or so.

Mouse cursor was moving fluidly without the smallest jerkyness, but neither
clicks nor keystrokes would do nothing.
Even Ctrl+Alt+F1 wouldn't work (which would have allowed me to open a virtual
terminal and have a look at the processes)

By chance, I had a visible open terminal window with top running just
prior to the incident, and it wasn't showing high CPU consumption; also,
the cooler fan speed didn't seem to indicate that was the case.

After a few minutes everything got back to normal.

NO MATTER WHAT, keystrokes and clicks must always have the highest
priority, in shuch a way that it must NEVER, EVER happen that you can't
even open a virtual terminal with Ctrl+Alt+F1. Something is very wrong
at a very low level if the whole system can become unresponsive due to
some process being very busy or even if this was due to swapping.
