Fresh install of Ubuntu 13.04 raring , resizing windows is a PITA. Please reopen.
On top border are only 2 pixels available for resize, on the other borders seems to be 8 pixels. [I can't be sure because (of course) zooming in Universal Access is not working.] Also clicking outside the visible window to resize is counter intuitive. [I would take a better screenshot but (of course) setting a solid background doesn't work (except black to be precise)]. [I would attach a screenshot if I could include the mouse pointer in the picture.
