Currently fix is availabe only in ubuntu 13.04. :(

1. If you have knowledge how to compile packages from source you could
try download source, apply patches, compile and install pached gnome-
panel. I can attach patches if needed, just ask. :)

2. You can try download gnome-panel packages from latest ubuntu. I dont know if 
you will be able to do that, as it may not install because of unmet 
dependencies. And these packages dosnt include full fix for this bug. You will 
need to download two packages (Download deb files listed under Downloadable 
files):
gnome-panel 
(https://launchpad.net/ubuntu/raring/amd64/gnome-panel/1:3.6.2-0ubuntu3)
gnome-panel-data 
(https://launchpad.net/ubuntu/raring/amd64/gnome-panel-data/1:3.6.2-0ubuntu3)

3. You may try to install packages which is built form upcoming ubuntu
13.10. These packages includes full fix for gnome-panel. You may not be
able to install  because of dependecies as in previous option. I will
try add packages as attachments, if you dont see them I can try send
them to your email if you want.

To install downloaded packages run - sudo dpkg -i gnome-panel*.deb

** Attachment added: "gnome-panel_3.6.2-0ubuntu12_amd64.deb"
