All 3.10.x kernels still have this problem. Using the script workaround on the /etc/pm/sleep.d only fixes shutdown/boot and suspend/wakeup (via software). When I close the lid of the Dell XPS 13 FHD and open it back, /sys/class/backlight/intel_backlight/brightness value returns to 4882. Then I need to issue an echo 0 > /sys/class/backlight/intel_backlight/brightness to have brightness back to original level and have it working again.
