On my Nvidia 6100 chipset, the --directisa switch seems to work.

#> hwclock --directisa --systohc

I'd say there is a bug somewhere given we need a --directisa switch. The
API to write and read the system clock should be consistent at the
software level irrespective of hardware. So although for me there is a
workaround, it is still a bug.

Robbie, There is a script within
http://launchpadlibrarian.net/8592461/hwinfo.tar.gz called
hardwareinfo.script. Run it then post the output tar.gz which will give
all the hardware info from the tools I could find. This will help a
developer characterise your bug.
