I got the same problem here. I have a laptop which pre-installed Win8. I disabled Secure Boot and partitioned the disk myself. Installing Kubuntu 12.10 from live USB was okay (though I still need to run boot-repair after installing, but at least there was no problem during the installation). However when installing Kubuntu 13.04 I got the same problem. It showed a dialog saying "grub-efi package failed to install in /target/", then ubiquity told me it crashed.
After crashing if I ran boot-repair, it would be possible to boot, but all the splash screen or plymouth screen would disappear.
