Public bug reported:

Searching the dash no longer returns system settings such as sound or
displays in the search results. This is a recent regression in 13.10; it
worked fine last week.

To reproduce:
1) Open the dash
2) Type "sound" into the search box

Expected results:
Search results include the Sound control panel

Actual results:
Search results do not include the Sound control panel

This is also reproducible using searching for other control panels such
as the displays control panel.

This used to work in 13.10. It broke within the last 5 days.
