I considered updating the BIOS but couldn't see the point as this only became a problem after upgrading to Ubuntu 13.04. Previous versions of Ubuntu were fine. Also there is no mention of a problem with the fan coming out of standby on the revision history.
>From what I can see, F.19 requires Windows to install it locally so this could be tricky. F.17 is available as a Rompaq so I will copy that onto a DOS bootable USB and try that.
