Public bug reported:

1. Open the Keyboard settings app.
2. Select the "Shortcuts" tab.
3. Select Navigation/Switch applications.
4. Remap the action.
5. Observe that the chosen remapped key doesn't switch applications.

I found that I had to use ccsm and change "Key to start the Switcher" in
the Ubuntu Unity Plugin settings in order to remap alt-tab.
