As far as I can tell, the latest tzdata still doesn't contain the fix.

$ dpkg -x tzdata_2013d-1ubuntu1_all.deb tzdata
$ cd tzdata/usr/share/zoneinfo

gmtoff=7200

Should be Oct 27.
