Israel, please recheck. The file called Israel is symlinked to your current Asia/Jerusalem file instead of the file you just extracted, this is why you see the current values of your system instead of the updated ones, try zdump -v Asia/Jerusalem | grep '2013\|2014', you should see the changes.
