Public bug reported:

The task list applet that shows the opened windows can be configured to
show windows from all monitors. When disabled, it does not as expected.

It is supposed to show only the windows on the monitor the applet is in.
Instead, shows the windows from the first monitor.

To reproduce:
- Set up a multi monitor desktop with two monitors.
- Put a panel with a Window List applet in each of the monitors.
- Disable the option to show windows from all desktops (which is enabled by 
default).
Try opening, closing or moving some windows.
It will work the first time but will fail everytime after reboot, making the 
window list in the secondary monitor show the windows in the primary.

The problem disappears if the user enables and disables this option
after each login.
