Public bug reported:

1. go to the network Menu
2. enable wifi, then disable it, repeat that a couple of times

What happens:
You come to a situation where the wifi is shown enabled but you don't see any 
wifi networks

What should happen:
When the toggle says its on it should really show the wireless networks
