Yes, my issue started with the upgrade. I still have the issue and I'm running 3.11.0-7-generic.
For comparative purposes, linux- image-3.11.0-031100-generic_3.11.0-031100.201309021735_i386.deb from https://wiki.ubuntu.com/KernelMainlineBuilds (the one all the way at the bottom) has the same issue. I see that there is a newer kernel (3.12) which I may try soon. As for it being a "regression", this sounds an awful lot like a bug reported last year in https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1066449. This one was not followed up on.
