Neither of those statements is true of the nvidia-319-updates package as in saucy/restricted: the icd file is only installed (uselessly and needlessly) to /usr/share/nvidia-319-updates and libOpenCL.so is only installed to /usr/lib/nvidia-319-updates, where it is not found by the linker during development, unless explicitly specified (which makes things very difficult for portability).
