  Tested with Ubuntu 13.10, but it seems to be the same on 13.04. Ubiquity 
steps are:
  1. Choose your language
  2. Choose some installation options (install updates, additionnal software, 
etc)
  3. Connect to the network
  ...
  4. Choose your keyboard layout
  
  This is wrong because:
  a. The step 2 is impacted by the network connectivity
- b. It's difficult to enter wireless credentials if the keyboard layout has 
been setup first.

  My proposal to fix this is the following sequence:
  1. Choose your language
  2. Choose your keyboard layout
  3. Connect to the network
