This looks like a two-part issue. One, indicator-power needs to listen for the "Resuming" signal from upower to know when the system is resuming from suspend / hibernate. I'm linking a branch to do this.
Two, it looks like upower isn't emitting this signal properly, so I'm going to add also-affects upower.
