Public bug reported:

I had dnsmasq running on a VM, with isc-dhcp-relay configured to relay
dhcp requests to it; it relayed them fine, but not the replies. I found
some sporadic reports of this, but no bug in ubuntu, so am filing one
here.

It should be straight forward to reproduce - setup a vm with a bridge
inside the machine, give the host an ip address on the bridge, and run
isc-dhcp-relay on the host to forward outside -> vm.

dhcp-helper worked perfectly in this situation.
