Public bug reported:

If using a VPN, the rules of the local network are no longer the
relevant ones -- in particular, after connecting to a work VPN I found
that I need to tell all web traffic to use a proxy server otherwise I
cannot access web pages external to the VPN's local network.

Accessing external pages like this is a large part of the *point* of a
VPN, but it is a real pain to have to change my global proxy settings
every time I join or leave the VPN connection.

I think the VPN configuration dialog needs (maybe under Advanced
Options) a tab to override the main network proxy settings for each VPN,
so this configuration can be applied/unapplied automatically. There may
be other similar settings which could do with being settable in a per-
VPN way, but proxies is the one that's currently biting me, and it
doesn't seem to be achievable via the currently exposed IPv4 Settings
dialog tab.
