This wasn't necessarily about security updates, but any update that requires a restart. For example, all kernel updates require a restart, even if they are not security updates. Most security updates don't require a full restart of the system, as they only require individual services to be restarted.
Really, most times when a user updates, the installation of the updates will require at least a log out/in of the user's session, as core components of the session or libraries they use, are very often included in the list of updated packages.
