Hi there, I had the same problem. It was caused by some comments at the end of my custom sysctl file: E.g. in my (!) /etc/sysctl.d/10-custom- rules was a line "net.ipv4.tcp_fin_timeout = 15 # default 60". After I removed the comment it worked. Maybe this lines never worked, but they didn't throw any error before. C.
