I changed 'net.ipv4.tcp_mem=1048576' to 'net.ipv4.tcp_mem=1048576        87380  
 6291456', then it's ok.
Seems net.ipv4.tcp_mem needs three value separated by spaces, not one value.
I took the three value '1048576        87380   6291456'  from 
/proc/sys/net/ipv4/tcp_rmem.

30-iscsitarget.conf set net.ipv4.tcp_rmem to 1048576, but it's ok for
this one.
