Bug is also present on other Dell laptops such as the Vostro 3500 as of the 
official 13.10 release.  Unplugging and running from the battery yields the 
same results (always reads 0%).  Also, using the command "acpi -V" outputs the 
following for the battery:
Battery 0: Unknown, 100%
Battery 0: design capacity 5212 mAh, last full capacity 3664 mAh = 70%
