Public bug reported:

After upgrading from Ubuntu 13.04 / GNOME 3.8 to Ubuntu 13.10 / GNOME 3.10 
(using the gnome3 & gnome3-next PPAs), my system-wide keyboard shortcuts work 
only partially:
  - Shortcuts defined in org.gnome.desktop.wm.keybindings work properly (e.g. 
"Maximize", "Close").
  - Shortcuts defined in org.gnome.settings-daemon.plugins.media-keys (e.g. 
"terminal" or the whole "custom-keybindings" section) don't do anything when 
triggered.

Workarounds:
  - KO: Restarting gnome-shell and re-setting the bindings via the control 
center (3.8) do not solve the problem.
  - OK: Downgrading to 3.8 solves the problem (by running sudo ppa-purge 
ppa:gnome3-team/gnome3-next ). I am now running gnome-shell 3.8.4-0ubuntu5 + 
gnome-settings-daemon 3.8.5-0ubuntu9, and all keyboard shortcuts work as 
expected.

Reproducibility / Version information:
 - Always, for me and for a friend. Both running Ubuntu 13.10 / GNOME 3.10 
(shell 3.10.0.1-0ubuntu1~saucy0.1, gnome-settings-daemon 3.8.5-0ubuntu9), 
upgraded from Ubuntu 13.04 / GNOME 3.8.
 - Another user (deadalnix on #gnome-shell, running Debian) reports keyboard 
shortcuts work for him after a fresh startup, but a logout/login cycle causes 
the same "partial fail" (e.g. Terminal fails, but Maximize works) symptoms as 
me.

Note: I'm reporting gnome-shell and gnome-settings-daemon versions here
only because ricotz mentioned on IRC the cause might be a conflict
between these two components, but I have no certainty that they are the
culprit.

Requests for more tests / logs very welcome, I'd love to help and get a
shiny 3.10 with working keyboard shortcuts! Thanks.
