Just as Matthew Butler in comment #30 above, I did a clean install of
Ubuntu GNOME 13.10 release today adding gnome3 and gnome3-next ppa's.
Now shortcuts don't work, in particular CTRL+ALT+T which is a pain. I
can add/change the shortcuts, and even add CTRL+ALT+T as a custom
terminal shortcut but it never works. Note gnome-shell is  version
3.10.0.1-0ubuntu1~saucy0.1 so well beyond the version of the bug title.
