Bug EXIST in v3.8 final: http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.8-raring Disks tool shows same poor result for Kingston DT Ultimate G3 (32GB). Maybe this is not kernel problem? Maybe some package, application or configuration suppress the disks speed?
