Public bug reported:

On Ubuntu 10.04 used as server, cron-apt seems to trigger package
upgrades even if 'unattended-upgrades' is not installed.

I encountered several upgrades happened some time after 4:00, which
links to the default cron job and random waiting time cron-apt uses
before fetching package updates.

However, the configuration is not modified by me, and 'unattended-
upgrades' is not installed.

There are also no settings made by Gnome config tools etc. as they where
never installed.

My guess is '-o APT::Get::Show-Upgraded=true' used by /etc/cron-
apt/action.d/3-download is not working properly?
