It seems, that unity-greeter in Ubuntu 13.10 do not react on keyboard layout change hotkeys - Super+Space and Shift+Super+Space (https://bugs.launchpad.net/ubuntu/+source/unity-greeter/+bug/1245137), Alt+Shift (https://bugs.launchpad.net/ubuntu/+source/unity- greeter/+bug/1245258) and Ctrl+Shift (https://bugs.launchpad.net/ubuntu/+source/unity-greeter/+bug/1245268). I have proposed updates enabled.
