The logs indicate that something has gone wrong with the upgrade. Please see if 
following commands fix the issue:
sudo apt-get -f install 
sudo dpkg --configure -a

Also, a Facebook post[1] by Zend Technologies states following:
"If you want to use Zend Server on Ubuntu 13.10 - you need to use Nginx web 
server. Apache 2.4 is on roadmap but not yet supported."
