This bug might have something to do with Cairo Dock. I have to users on my computer: one with and one without Cairo Dock. The one without Cairo Dock set to run at startup doesn't have this problem. The Shutdown dialog appears and the log out button also works. Only the one with Cairo Dock has this problem.
