  Recently I installed Ubuntu 13.10 and Ubuntu GNOME 13.10.
  I use two keyboard layouts - English and Russian.
  So I select them on the corresponding screen of ubiquity setup wizard.
  
  It quietly set the keyboard switching shortcut to Alt+Shift and wrote this 
setting to /etc/default/keyboard:
  # ...
  XKBMODEL="pc105"
  XKBLAYOUT="us,ru"
  XKBVARIANT=","
  XKBOPTIONS="grp:alt_shift_toggle,grp_led:scroll"
  # ...
