The toolbar is there. It autohides by default, so you need to swipe it up from the bottom edge of the app. This is the standard behavior for all ubuntu touch apps (yes, the SDK team is already aware of the difficulty of doing this on the desktop, they are working on a way to make it only autohide on the phones).
