I tested gnome-control-center from last update from -proposed repo. Version 1:3.6.3-0ubuntu45.1 amd64. After restart xorg and reassign keys combination (Alt+Shift) switching worked. But some hotkeys doesn't work on not english layout. For example launch terminal (Ctrl+Alt+T), Intellij idea hotkeys doesn't work when acitve russian layout. Hotkeys in firefox works fine.
