on the problem machine 192.168.10.7, I used the Printer Properties to
send "Print Test Page" to the HL2270DW printer on 192.168.10.3, and
captured the printout on the 10.3 machine -- the printout is attached,
and unzipped it begins with

@PJL JOB NAME="Brother HL-XXX"
@PJL SET RAS1200MODE = OFF
@PJL SET RESOLUTION = 600
@PJL SET ECONOMODE = OFF
@PJL SET SOURCETRAY = TRAY1

@PJL SET ORIENTATION = PORTRAIT
@PJL SET PAPER = LETTER
@PJL SET PAGEPROTECT = AUTO

and when I cupsctl to enable the printer, again, the printer hiccups
like it is about to print, but nothing comes out, and if I use lpr on
10.3 the file also does not print.

corrupted driver files perhaps?  purge and re-install?
