Isn't it partly a duplicate of bug 1226962?

It was fixed, but only partly. For instance, shortcuts now work in Gedit
regardless of the keyboard layout, but the Ctrl-Alt-T shortcut does not
launch the Terminal if the layout is non-Latin.

And of course, Libreoffice shortcuts don't work.
