Public bug reported: This is a longstanding problem, not fixed in 13.10. I can connect to my university's wpa2 wifi. The connection typically works initially but becomes unusable after a few seconds or a minute or two. On rare occassions it remains up for an hour or two. The machine is a Lenovo X220, I have the latest BIOS (1.39), and this is a fresh install of 13.10 (xubuntu). I can connect without problem to our public unsecured network, and I can connect to my wpa2 network at home.
