I don't have proposed enabled in 13.10, and I have the issue, but it looks as though the proposed "fix" doesn't always fix it from a few of the above comments. I have variety (wallpaper changer) installed which shows the time on my wallpaper, but this is annoying to have to Ctrl Super D to see what time it is.
